On July 22, 2025, the Head of the National Public Procurement Agency (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah – LKPP) issued Circular Letter No. 2 of 2025 concerning the Deactivation of the e-Catalogue Version 5 for Construction and Health Showcases.

Key Highlights
Deactivation of e-Catalogue Version 5
The Circular Letter outlines the following provisions for the phase-out of e-Catalogue Version 5:
- Goods and services listed under the Construction Showcase in e-Catalogue Version 5 has been deactivated effective July 31, 2025.
- Goods and services under the Medicine and Medical Device Showcase in e-Catalogue Version 5 will be deactivated by September 30, 2025.
- LKPP will no longer accept proposals for the reactivation of the Construction Showcase in e-Catalogue Version 5.
Implementation of e-Catalogue Version 6 and e-Purchasing for Construction and Healthcare Product Categories
The Circular further provides for the transition to e-Catalogue Version 6:
- Ministries/Institutions/Regional Governments encourage Business Actors to display goods/services under the Construction and Healthcare categories in the e-Catalogue Version 6.
- The implementation of e-Purchasing through e-Catalogue Version 6 is mandatory for fulfilling procurement needs, provided that the required goods/services are available in the system.
In the event that, based on the assessment of the Commitment Making Officer (Pejabat Pembuat Komitmen/PPK):
- The required goods/services are not yet available in e-Catalogue Version 6;
- The available goods/services do not meet the required volume, technical specifications, timeline, location, and/or service levels;
- Business Actors (Pelaku Usaha) in the construction and healthcare sectors are not yet available or still limited in e-Catalogue Version 6; or
- There are more efficient and/or effective procurement methods than e-Purchasing;
…then the Procurement Officer (Pejabat Pengadaan/PP), Commitment Making Officer (Pejabat Pembuat Komitmen/PPK), or Selection Working Group (Kelompok Kerja Pemilihan/Pokja Pemilihan) may proceed with alternative selection methods outside of e-Purchasing.

Implications to Clients
