The Philippine Food and Drug Administration (FDA) has released a draft Circular proposing guidelines for determining the appropriate mode of regulatory inspection for FDA-regulated health product establishments.
The proposed framework aims to support compliance with applicable FDA laws, rules, and regulations while allowing greater flexibility in how inspections are conducted based on factors such as establishment risk, the nature of regulated health products, prevailing inspection conditions, and the safety and security of FDA inspectors.
The draft also seeks to standardize the use of on-site, remote, and hybrid inspections as part of a more efficient and risk-based regulatory oversight approach.

Purpose of the Draft Circular
To establish a standardized framework for selecting and conducting regulatory inspections of FDA-regulated establishments.
The proposed approach is intended to support risk-based oversight while allowing the FDA to determine the most appropriate inspection modality based on relevant regulatory, operational, and safety considerations.
Scope of Application
The draft is relevant to FDA-regulated health product establishments, including manufacturers, importers, exporters, distributors, wholesalers, and other entities subject to FDA inspection.
Proposed Inspection Modes
The draft provides for different inspection modalities, including:
On-Site Inspection
Inspection conducted physically at the regulated establishment.
Remote Inspection
Inspection conducted without the FDA inspection team being physically present at the establishment.
Hybrid Inspection
An inspection approach combining on-site and remote inspection activities.
The appropriate inspection mode may be determined based on factors such as:
- Risk classification of the establishment
- Nature of the regulated health products
- Prevailing inspection conditions
- Safety and security of FDA inspectors
Implications to Clients
As the Circular remains in draft form, there are currently no immediate new regulatory obligations arising solely from this proposal.
However, FDA-regulated establishments should review the proposed inspection framework and consider its potential impact on:
- Inspection readiness
- Quality and compliance systems
- Document availability and management
- Internal processes supporting remote or hybrid inspection
- Coordination with FDA inspectors
Manufacturers, importers, exporters, distributors, wholesalers, and other regulated entities may also wish to assess whether existing inspection procedures would support different inspection modalities if the proposed framework is finalized.
