On April 01, 2024, the Bureau of Procurement of Goods and Services (BPBJ: Biro Pengadaan Barang dan Jasa) Ministry of Health socialized a Decree of the Minister of Health of the Republic of Indonesia No. HK.01.07/MENKES/163/2024 which was assigned on 26 February 2024 about Consolidated Display on Sectoral Electronic Catalogue Ministry of Health.
The legal basis of consolidation is the Decree of the Head of Government Procurement Policy Institute (LKPP: Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah) Number 121 of 2023 concerning the Implementation of Consolidation of Government Procurement of Goods/Services for Electronic Catalogue. The consolidation of Government Procurement for electronic catalogues is a strategy to optimize Government Procurement by combining the needs of similar goods/services in Ministries/Institutions/Local Governments for electronic catalogues.
Consolidated displays are intended for medicine, vaccines, herbal medicines, and medical devices that have been passed the procurement consolidated process on the sectoral electronic catalogue of the Ministry of Health.
The consolidation procurement process will be based on the proposal of the echelon I unit to the Secretary-General and the Provisions of laws and regulations of the Ministry of Health.
Furthermore, the Government institutions both at central and regional levels and private institutions must conduct Procurement through the consolidated display for drugs, vaccines, herbal medicines, or medical devices that are listed on a consolidated display.
Medicine, vaccines, herbal medicines, and medical devices that are listed on consolidated display cannot be listed on the other Ministry of Health’s sectoral electronic catalogue. Entities supplying medicines, vaccines, herbal remedies, or medical devices containing active ingredients/strength/specifications similar to those listed in the consolidated catalogue, but do not follow the consolidation process, are not able to display their products on all sectoral electronics catalogues of the Ministry of Health.
Currently, the consolidation display is open for medicine while medical devices will be announced when there is a proposal from the relevant Technical Directorate seeing the urgency. All announcements related to the Consolidated Display will be announced on the e-Catalogue website (e-katalog.lkpp.go.id). This Consolidated Display can be accessed by Public Hospital and Private Institutions/Health Facilities as well.
