Indonesia: Implementation of Electronic Catalogue Version 6 for Procurement of Goods and Services

On January 1, 2025, the Republic of Indonesia will officially implement Electronic Catalogue Version 6 for the procurement of goods and services, in accordance with a directive from the President of the Republic of Indonesia. As part of this transition, Electronic Catalogue Version 5 will be deactivated on December 31, 2024, except for specific categories of goods and services outlined below.

These changes aim to streamline procurement processes, enhance transparency, and ensure compatibility with updated technologies and procedures.

Access to The Electronic Catalogue Version 6 Platform

The Electronic Catalogue Version 6 platform will be available for use by all Ministries, Institutions, and Regional Governments starting January 1, 2025.

E-Purchasing Rules

  • All e-purchasing for products listed in the catalogue must be done only through Version 6 starting January 1, 2025.
  • A compatible payment system must be in place to complete transactions.

Exceptions for Version 5

While most goods and services in Version 5 will be deactivated on December 31, 2024, the following categories are exceptions and will remain active:

  1. Essential Services:
    1. Goods and services critical for the start of the year, such as internet, security, cleaning, call center services, and rentals.
    2. Items necessary for uninterrupted public services.
  2. Multi-Delivery Contracts:
    1. Goods or services that require more than one delivery.
  3. Consolidated Goods/Services:
    1. Items that were consolidated within Version 5.
  4. Payment-Dependent Items:
    1. Items requiring periodic payments, multiple payments, or down payments.
  5. Showcase Items:
    1. Construction-related items, medical devices, and drugs showcased in the catalogue
  6. Local Catalogue Adjustments:
    1. Goods/services listed in local catalogues (provincial or regional) that require updates to their payment systems.
  7. Government Procurement Needs:
    1. Items procured by Ministries, Institutions, or Regional Governments that meet specific criteria.
For medical devices, e-purchasing in Version 5 will stay active until March 20, 2025, unless it can be deactivated earlier based on readiness.

Pricing

  • The prices listed in both Version 5 and Version 6 are not final.
  • Procuring officers (PPK/PP) should negotiate to get the best prices or conduct mini-competitions during e-purchasing.
Stakeholders should prepare for the transition to Electronic Catalogue Version 6 to ensure compliance.
