Indonesia: Procedure for the Implementation of Foreign Halal Certificate Registration by The Halal Product Guarantee Administering Agency (BPJPH) in Indonesia

Based on Law No. 33 of 2014 regarding Halal Product Guarantee, all foreign halal products imported into Indonesia do not require to apply for a local halal certificate, if the foreign halal certificate is issued by a foreign halal institution that has collaborated on mutual recognition of halal certificates with The Halal Product Guarantee Administering Agency (BPJPH). Therefore, on 15 November 2023, the BPJPH issued Decree No. 90 of 2023 concerning “Procedure for the Implementation of Foreign Halal Certificate Registration or SHLN (Sertifikat Halal Luar Negeri)”.

The registration flow for foreign halal certification is as follows:

  1. Registration
  • Importer/ Authorized Representative (AR) to create account in SIHALAL application.
  • Login to the application and click on the SHLN menu.
  • Fill in the applicant data and requirements.
  1. Verification
  • The BPJPH to verify the completeness and validity of the application documents.
  • If the verification result is not fulfilled, Importer/AR is obliged to send the required additional documents and an original document within 5 working days. If it exceeds the timeline, the application would be cancelled by system.
  1. Payment
  • If the verification has been completed, the BPJPH will issue an invoice.
  • Importer/AR shall make payment within 7 working days. If it exceeds the timeline, the application would be cancelled by system.
  • Payment verification and proof of payment letter will be issued.
  1. Certificate Issuance
  • The BPJPH will issue a draft certificate with SHLN Registration Number
  • Approval will be provided using an electronic signature.
  • Registration number for SHLN is issued.

Until 05 December 2023, there 6 foreign halal agencies that are recognized by the BPJPH, namely:

  1. Halal Certification Center of Chile – CHILEHALAL
  2. Halal Conformity Services (HCS) – New Zealand
  3. Islamic Food and Nutrition Council of America
  4. KOREA MUSLIM FEDERATION (KMF)
  5. Taiwan Halal Integrity Development Association
  6. The Central Islamic Council of Thailand
