Indonesia: Procedures for the Registration of Foreign Halal Certificates (BPJPH Decree No. 221 Year 2025)

The Halal Product Assurance Agency (BPJPH) has issued Decree No. 221 Year 2025 (“the Decree”) titled Procedures for the Registration of Foreign Halal Certificates. This regulation revokes the Decree of the Head of the Halal Product Assurance Agency (BPJPH) No. 90 of 2023. The Decree was promulgated on 15 September 2025 and governs the registration of foreign halal certificates for products entering Indonesia.

Scope

In accordance with Article 145(2) of the Halal Product Assurance Law (Law No. 33/2014), all foreign products entering Indonesia must be halal-certified. Products that have already been certified by a Foreign Halal Certification Body (Lembaga Halal Luar Negeri/LHLN) with a Mutual Recognition Agreement (MRA) with BPJPH are not required to undergo a new halal certification process. However, they must register their existing Halal Certificate with BPJPH prior to being marketed in Indonesia. 

The registration process must be submitted by the registrant along with the following required data and documents:

  1. letter of application for registration of a Foreign Halal Certificate (Sertifikat Halal Luar Negeri/SHLN) 
  2. letter of appointment in the form of an agreement from the company in the country of origin, including a clause granting the applicant the rights and/or authority to process the SHLN registration application
  3. business License from the importer and/or official representative in Indonesia
  4. copy of the SHLN for the products to be imported into Indonesian customs territory
  5. list of goods to be imported into Indonesia, complete with the harmonization system code number, and
  6. warehouse data, including:
    1. name of the storage warehouse
    2. address of the storage warehouse
    3. warehouse ownership status (owned/rented).
  7. statement confirming the authenticity and validity of the submitted documents.

Documents that are not provided in English must be translated. The SHLN must be valid for at least 13 days before expiry at the time of application.

A Foreign Halal Certificate Registration Number (Nomor Registrasi SHLN) is issued electronically and signed by the Head of BPJPH. The registration’s validity follows the SHLN validity period. The Halal Certificate Registration Number shall be indicated on the label.

The registration process of Foreign Halal Certificate will take up to 30 working days, with a government fee of IDR 800,000 (referring to Head BPJPH Decree No 14 Year 2024). List of Recognized LHLN could be accessed here.

December 15, 2025.

Implications to Clients

Stakeholders intending to market products in Indonesia that already hold an MRA-recognized foreign halal certificate must complete SHLN registration with BPJPH prior to market entry, ensure document translations where required, and plan for the processing time and fees. Product labels must display the Halal Certificate Registration Number once issued.
