The Halal Product Assurance Organizing Agency (BPJPH) of the Republic of Indonesia has issued Regulation No. 3 of 2026 on the Form and Procedure for Displaying Non-Halal Information.
This regulation provides guidance, legal provisions, and legal certainty regarding the required forms and procedures for displaying Non-Halal Information on products entering, circulating, and traded within Indonesia. It serves as a regulatory baseline for consumers, business actors, BPJPH, and related stakeholders.
Products derived from prohibited materials that are exempt from mandatory halal certification must display Non-Halal Information. Business actors must independently apply this labeling based on two evaluation criteria: material composition and production processes that do not comply with the Halal Product Assurance System (SJPH).

Purpose of the Regulation
To provide guidance, legal provisions, and legal certainty regarding the required forms and procedures for displaying Non-Halal Information on products entering, circulating, and traded within Indonesia.
To establish a regulatory baseline for consumers, business actors, BPJPH, and related stakeholders.
Scope of Application
This regulation applies to products derived from prohibited materials that are exempt from mandatory halal certification and must display Non-Halal Information.
The requirements are assessed based on:
- Material composition
- Production processes that do not comply with the Halal Product Assurance System (SJPH)
Key Highlights
Material Criteria Requiring Non-Halal Information Display
Materials requiring non-halal disclosures are categorized as follows:
- Animal-derived materials
- Plant-derived materials
- Materials containing alcohol
- Microorganism-derived materials
- Materials produced through chemical processes, biological processes, or genetic engineering
- Human body parts
- Impure or contaminated materials, including najis or mutanajis
The regulation further specifies the criteria for animal-derived and plant-derived materials, production processes that are considered non-compliant with the SJPH, as well as the form and procedure for displaying Non-Halal Information.
Use of Other Animal-Derived Materials
The requirement to display Non-Halal Information applies to animal-derived materials used for both consumption and non-consumption purposes, including:
- Elements derived from pigs, dogs, and/or their crossbreeds
- Halal animal-derived materials not slaughtered in accordance with SJPH standards
- Hides from carcasses of pigs, dogs, and/or their crossbreeds
- Hides from halal or haram animal carcasses that have not undergone purification through SJPH-compliant tanning
- Bones from pigs, dogs, and/or their crossbreeds
- Bones from haram animals
- Bones from halal meat-bearing (lahm) animals not slaughtered in accordance with the SJPH
- Bristles, hair, nails, and horns from pigs, dogs, and/or their crossbreeds
Forms of Non-Halal Information
The Non-Halal Information must be displayed in the following formats:
Wording “MENGANDUNG BABI” and Pig Symbol
The mark must contain the text “MENGANDUNG BABI” in red with a pig symbol, enclosed inside a red rectangular box with a white background.
If the packaging background is red, other colors may be used for the wording and background of the Non-Halal Information, provided that there is sufficient contrast to ensure that the information is clearly legible.
Wording “NON HALAL”
The mark must contain the wording “NON HALAL” in red, enclosed inside a red rectangular box with a white background.
If the packaging background is red, other colors may be used for the wording and background of the Non-Halal Information, provided that there is sufficient contrast to ensure that the information is clearly legible.
The wording “NON HALAL” is intended for:
- Products derived from prohibited materials other than pigs and their derivatives
- Products manufactured through production processes that meet the criteria requiring the display of Non-Halal Information
- Non-food and non-beverage products
Font Type and Color Specifications for “NON HALAL”
The “NON HALAL” mark must follow these specifications:
- Layout: Red text enclosed in a red rectangular box with a white background
- Red color specifications: #fc0202, vivid red
- CMYK: C: 0%, M: 100%, Y: 100%, K: 0%
- RGB: R: 252, G: 2, B: 2
- White color specifications: #ffffff, pure white
- CMYK: C: 0%, M: 0%, Y: 0%, K: 0%
- RGB: R: 255, G: 255, B: 255
- Typography: The capitalized text “NON HALAL” must use the Rodfat font
Placement of Non-Halal Information
Both formats may be displayed on the product packaging, including the outermost product packaging, on certain parts of the product, and/or at certain locations on the product.
The following requirements shall also be observed when displaying the Non-Halal Information:
- It shall be placed proportionally on the product packaging, certain parts of the product, and/or certain locations on the product
- It shall be placed in the most visible and easily readable area
- The use of backgrounds consisting of images, colors, and/or other designs shall not obscure the size, shape, or color of the Non-Halal Information
- It shall not be easily erased, removed, or damaged
The requirements for displaying Non-Halal Information on medical devices shall be implemented in accordance with the applicable laws and regulations.
Implications to Clients
Medical device products containing prohibited materials or failing to meet the applicable requirements under BPJPH regulations may be subject to mandatory “MENGANDUNG BABI” or “NON HALAL” labeling, as applicable.
Clients should assess product materials, manufacturing processes, packaging, and labeling to determine whether Non-Halal Information is required.
Companies should also review existing Indonesian labels and prepare for any required updates before the effective date to avoid regulatory non-compliance.
