Philippines: Rescission of Administrative Order on Essential Medical Devices Framework

On September 19, 2025, the Department of Health (DOH) issued Administrative Order No. 2025-0020, “Rescission of Administrative Order No. 2021-0038 dated June 11, 2021, titled ‘Framework for the Philippine Essential Medical Devices List and Price Reference Index.’”

The DOH rescinded the 2021 framework to adopt a more dynamic approach in ensuring the availability of quality medical devices and supplies in DOH facilities at affordable costs. A new Department Order will be issued to provide revised guidelines on essential medical device and supply listing, as well as pricing references.

Scope

This order officially revokes Administrative Order No. 2021-0038 and sets the stage for the release of an updated framework governing the listing and pricing of essential medical devices and supplies for DOH-managed facilities.

Key Points

Rescission of Previous Order

Administrative Order No. 2021-0038, which established the original Framework for the Philippine Essential Medical Devices List and Price Reference Index, is hereby rescinded.

Transition to New Guidelines

  • The DOH will issue a new Department Order to replace the previous framework.
  • The updated guidelines will cover:
    • Essential Medical Devices List (updated inclusions and categories).
    • Price Reference Index (revised pricing guidelines for affordability and accessibility).

This Administrative Order shall take effect 15 days after its publication in a newspaper of general circulation and after filing with the Office of the National Administrative Register (ONAR) of the UP Law Center.
