Vietnam: Draft Circular on National Centralized Procurement List for Medical Devices and Testing Supplies – Feedback Requested

On July 21, 2025, the Vietnam Ministry of Health issued Official Dispatch No. 4755/BYT-HTTB to solicit public and stakeholder feedback on the Draft Circular concerning the issuance of a national centralized procurement list for medical devices and testing supplies. This draft, prepared by the Infrastructure and Medical Device Administration (IMDA), aligns with the provisions of Decree No. 24/2024/ND-CP, which provides detailed guidelines for implementing the Law on Bidding regarding contractor selection.

Purpose of the Draft Circular

The Draft Circular is intended to establish a comprehensive legal framework for national centralized procurement with the following objectives:

  • Ensure consistent management of medical devices and diagnostic reagents through a centralized procurement list, enhancing efficiency and professionalism in the health sector.
  • Optimize the use of state budget and health insurance funds via bulk purchasing to improve cost efficiency and reduce product prices.
  • Enhance quality control by standardizing technology and product types to ensure compliance with professional requirements and safeguard patient safety.
  • Promote transparency and prevent corruption through standardized procedures, information disclosure, and minimization of subjective or negative factors.
  • Reduce procurement workload for healthcare facilities, enabling them to allocate more resources to medical examination and treatment services.

Proposed List of Items for Centralized Procurement

The Draft Circular proposes a comprehensive list of 20 medical devices and diagnostic consumables across six categories. Key items include, but not limited to:

  • Intraocular lenses
  • Coronary stents
  • Balloon catheters for cardiovascular intervention
  • Infusion sets
  • Plastic syringes
  • Rapid test kits

Additionally, the Draft Circular provides economic and technical specifications for each product category.

Note: The Draft Circular does not establish any new administrative procedures. It solely presents the proposed list of items for centralized procurement.

Implications to Clients

If your products are included in the proposed procurement list, you are strongly encouraged to:

  • Review the Draft Circular in detail.
  • Submit feedback to the Infrastructure and Medical Device Administration (IMDA) by July 31, 2025.
  • Send comments directly or via email at dmec@moh.gov.vn.

Following review and appraisal, the finalized Circular will be submitted to the Minister of Health for signing in September 2025.

Implementation Date

The notification took effect on July 21, 2025.
