Vietnam: MoH Abolishes Regulations on Manufacturer’s Codes and Medical Supplies Encoding

On November 21, 2024, the Vietnam Ministry of Health (MoH) issued Decision No. 3514/QD-BYT, officially abolishing Decision No. 5086/QD-BYT and Decision No. 2807/QD-BYT. These decisions previously governed the list of manufacturer’s codes and the encoding of medical supplies for health insurance and healthcare expenses.

Updated Guidelines for Medical Supplies Codes

The new decision introduces the following changes:

  1. Medical Supplies Without Prior Codes:
    • Medical supplies that have not been coded under Decision 5086/QD-BYT are now guided to use group codes outlined in Circular 04/2017/TT-BYT.
  2. Existing Codes for Medical Supplies:
    • Medical supplies already coded under Decision 5086/QD-BYT before the implementation of Decision 3514/QD-BYT can continue using their issued codes.

Impact on Businesses and Tender Submissions

The abolition of Decision 5086/QD-BYT aims to address the challenges businesses have faced in applying for medical supplies codes. These codes are commonly required during tender submissions for health insurance and healthcare expense purposes. The removal of this regulation simplifies the coding process, easing compliance for businesses.
